Steps to Get a Driving Licence in Ireland from Scratch
Step 1: Apply for the theory test
Before you apply for the Learner’s driving permit you have to pass the official theory test for which you can apply on the official website; https://theorytest.ie/ and book one of the 34 NDLS test centres to appear in the test. You need to pay a €45 fee for the test. You can choose your vehicle category for which you need a licence on the official test booking side.
This is a computer based easy and self-explanatory test consisting of 40 driving test questions out of which you need to correctly answer 35 to pass the test. The test covers the parameters as follows; Rules of the Road, Risk perception, Eco-driving, Hazard awareness and Safe driving behaviour. You have the opportunity to practice a mock test before the actual test.
Don’t lose hope if you are not successful in passing the test, you can reappear for the test after three days and when you get qualified in the test, you will get the test certificate with the validity of 2 years. There is no limit for booking a theory test but every time you book a test, the same fee is applicable.
Step 2: Apply for the Learner Permit
Use the Theory Test Certificate for further application of learner’s driving for which the fee is €45. You can apply for your first Learner Permit via the NDSL portal using a verified MyGovID or you can apply in person at any of the NDLS centres nationwide. Make sure to book an appointment at NDLS website beforehand to attend an NDLS centre in person because walk-ins are not accepted.

Once your application is submitted you will receive your Learner Permit by post. The period of the Learner Permit is usually two years but in case you have applied for the driving test and your second or subsequent Learner Permit is about to expire you will get the next permit valid only for one year.
Step 3: Essential Driver Training
To be eligible for the driving test, Essential Driver Training with an RSA- approved driving instructor is mandatory which includes 12 one-hour lessons.
Note: If you hold a valid foreign licence from an non-recognised state, you may be eligible for a reduced 6-lesson program.
Step 4: Book the Driving Test
After holding a learner permit for at least six months and completing EDT, you are legally permitted to register for the driving test. The driving test will cost you €85 to examine your capability to drive. The tester will issue you a Certificate of Competency on successfully passing the driving test.
Step 5: Apply for a Full Driving Licence
The final step is to apply for a full driving licence which can be done in two ways; online at ndls.ie and in person at any National Driver Licence Service centre (NDLS). The documents required will be mostly the same as for learner permit excluding Theory Test Certificate and including latest learner permit and Certificate of Competency. The application fee for a new 10 years (as applicable) licence is €65 and it can be processed only within two years of getting Certificate of Competency.
Your photograph and signature will be captured electronically at the NDLS centre or you can submit them online. You will get your new Driver’s licence delivered within 5 to 10 working days.
Exchange A Foreign Licence for An Irish Licence
In case you have an EU/EEA licence or foreign licence you can exchange it by applying online at the NDLS portal. You are not required to complete tedious paper forms, make appointments or visit an NDLS centre in person
- EU/EEA and UK licences are valid in Ireland and you don’t need to exchange the existing licence but you can if you wish to but remember to you must do so within 10 years of your driving licence expiring. No driving test required
- Fee: Approximately €55
- Documents required: Current licence and other same as required new driving licence except Certificate of Competency.
Non-EU licences are valid for 12 months from the date of becoming resident and must be exchanged before expiring. Countries that have exchange agreements need no test whereas others require a full Irish driving test.
Changes applicable from 1st November 2026
- The minimum age limit for a learner permit remains 17 but you can take a theory test which will be 16 years effective from 1st November, 2026.
- You will not get a third or fourth learner permit just by applying for a driving test.
- To be eligible for a further learner permit, you must have taken a driving test within the previous two years.
- No fifth learner permit. After your fourth permit expires, you will have to start the learning to drive process again.
- No exemption from taking a driving test for medical reasons when renewing a learner permit.
- You won’t be able to renew your learner permit expired for 2 years or more, and will need to start the learning to drive process again.
- Some learner drivers may need to take a driving test before 1 November 2026 to make sure they can renew their permit under the new system.
